I got mine spawned in just today. You need to have quite a few obstacles around before it spawns, at least that was my case.

6th Anniversary Birthday Cake!
Every time we get an anniversary or pretty much a mayor holiday, we get a special decoration to celebrate. With the 6th Anniversary we got a new Bday Cake!
Why is it Blue? Idk, but its pretty nice. Im sure it will be available for the whole month until the 1 gem boost event is over, so make sure to make it spawn!
