Engineering a base can be much less time consuming and more rewarding overall, since you will just be upgrading your Offense and leaving your defenses behind. Some people confuse it with rushing, but its completely different.
Since the recent Town Hall 12 update, something was added to prevent engineering, which is having to build all buildings in your Town Hall level before upgrading... But does that change anything? The answer: Kind of, but not really.

So how can you engineer after the update?
You now must "strategically rush", where you upgrade all your offense for your Town Hall level and then upgrade to the next Town Hall, but now you need to build all defenses. Leave said defenses un-upgraded, as you want to get to TH 10-11 as fast as possible, and yes, you will need to farm DE at TH 7,8 and 9, but its really the only farming you will do, since Gold wont be used much, and the most you will farm for will be for Elixir.
Now: Are they as effective as before? Not really, but if you want to engineer its an option and its interesting to focus your base to JUST war.
Engineering was more effective before, but thanks to the recent matchmaking changes, engineered bases arent as strong as before, as with a clan with so many engineers, they will get matched with more engineers.
Should you engineer in 2018? I still think you should! As i said, its fun and interesting to skip everything and just upgrade offense, plus if you hate the grinding and waiting of COC, engineering is a fun and fast way to go.
